Our community has made it clear, we want to explore alternatives to police response and incarceration by focusing on less costly and more effective forms of intervention. That’s why the Real Solutions Coalition has been continuing our work with community partners to help create a mobile crisis response team in Jackson County based on the CAHOOTS model.
According to a new study by Mental Health America, Oregon ranks worst in the nation for prevalence of mental illness with the least access to care. In addition to the need for more services locally, recent local city ordinances have targeted and criminalized those who are struggling with mental health crises, substance abuse disorders and homelessness. Unnecessary interactions with law enforcement often make the situation worse. We can do better.
Earlier this year, the Oregon legislature passed HB 2017 which will provide $10 million in grant funding for Oregon communities to implement local mobile crisis intervention programs. These programs would be run by crisis workers and EMTs, preventing the need for police response for non-violent cases.
Now is a critical time for impacted community members to have a say in what this program will look like and how it is run. That means including people of color, people living with mental illness, people who have been incarcerated and LGBTQ people to participate at all stages of the design process and decision making. One way for you to get involved is to participate in the The Community Engagement Committee (CEC).
The Community Engagement Committee (CEC) is a group of community members at the heart of the transformation of the current Behavioral Health system including mobile crisis services. The purpose of the CEC is to gather input from those who use the crisis system and provide that feedback to the Crisis Response Network- the people who run the local mental health and crisis systems.

Nuestra comunidad ha hablado, queremos explorar alternativas a la respuesta policial y al encarcelamiento, enfocándonos en alternativas menos costosas y mas efectivas de intervención. Por eso es que la Coalición Soluciones Reales ha continuado nuestro trabajo con socios comunitarios para ayudar a crear un equipo de respuesta móvil en el condado de Jackson, basado en el modelo de CAHOOTS.
Según un nuevo estudio por Mental Health America, el estado de Oregon figura en el peor rango nacional por la predominancia de problemas de salud mental y menos acceso a cuidado. Al mismo tiempo que se necesitan mas servicios localmente, nuevas ordenanzas han puesto su marco sobre aquellas personas que puedan estar experimentando crisis mentales, trastorno de abuso de sustancias, y/o falta de vivienda. Interacciones innecesarias con elementos policiales con frecuencia empeoran las situaciones. Podemos mejorar.
En este año la legislatura de Oregon pasó el HB 2017 que proveerá 10 millones de dólares en fondos para comunidades de Oregon para implementar programas de intervención móviles a nivel local. Estos programas se conducirán por trabajadores de crisis y técnicos médicos de emergencias, previniendo la respuesta policial en casos no violentos.
Ahora es un momento crítico para que las comunidades bajo impacto tomen parte en decidir cómo será este programa, y cómo se implementará. Esto quiere decir que se deben de ivirtar a participar en cada nivel de diseno y en la toma de decisiones a comunidades de color, personas viviendo con enfermedad mental, personas previamente encarceladas, y personas LBGTQ. Una manera en que tú puedes involucrarte es participando en Community Engagement Committee/Comite de Participación Ciudadana.
